Do the Lions have a Scouting Dept?

The Detroit Lions have once again signed another Tampa Bay retread. Is anyone really surprised? Wide receiver Taye Biddle was waived by the Bucs on Friday and the Lions promptly signed him.

I'm really starting to wonder if the Lions even have a scouting department....

Oh they definitely do have a scouting department. And this is what the look for in a player:

1. Player has touched a football at least once before

2. Player has played at least at the practice squad level in Tampa Bay

3. Player has not advanced beyond reserve-quality on said Tampa Bay roster

I can picture their entire scouting department, all sitting in lawn chairs, on the sidelines of Tampa Bay's field. All of them just grunting and pointing to players with the same color jerseys.
